MACKINAW CITY – A long-awaited marine construction project in Mackinaw City will soon begin when barges arrive to start the first phase of a $9.5 million new state harbor of refuge. The initial work will include the installation of two breakwaters outside the area known as the State Dock, where car ferries used to serve passengers headed to and from the Upper Peninsula in the days before the Mackinac Bridge.
