The Australian Transport Safety Bureau (ATSB) has recommended changes to procedures after a shipping incident on the Great Barrier Reef, in far north Queensland, last year. The Panamanian-registered bulk carrier Harmonic Progress was on its way from Japan to load coal at the Hay Point terminal near Mackay, in April 2004, when the engine failed and it drifted towards the reef.
