The fate of the Portsmouth Naval Shipyard could be sealed as early as next week, when several members of the Base Realignment and Closure Commission (BRAC) visit the facility. William McDonough, a former shipyard commanding officer and spokesman for the Seacoast Shipyard Association, said yesterday the chairman and three commission members are expected to arrive next Wednesday about 12:30 p.m.
