The U.S. Department of Homeland Security is moving crew inspections and clearance procedures back to the Port of Albany. After the terrorist attacks of Sept. 11, 2001, ships from foreign ports had to stop at the Port of New York first, anchoring there while customs and border protection officers conducted their inspections.
