Environmentalists and some residents in Laguna Beach are angered by the lack of notification that most of the 2.3 million cubic yards of material from the Upper Newport Bay would land close to the Crystal Cove and Emerald Bay area, about three miles off shore.
The $39 million project has been going on about a year, and is expected to be complete March 2008.
