A BILL to tighten up regulations on ship-to-ship oil transfers was to be presented to the House of Commons today by Edinburgh North & Leith Labour MP Mark Lazarowicz. Mr Lazarowicz won eighth place in the annual ballot for private members’ Bills, giving him a reasonable chance of seeing his proposal

A BILL to tighten up regulations on ship-to-ship oil transfers was to be presented to the House of Commons today by Edinburgh North & Leith Labour MP Mark Lazarowicz.
