On the 30 of December (Thursday), 2010 at 2.00 p.m. the contract agreement between Port Authority and the company Josef Mobius Bau-Aktiengesellschaft on construction works of the object “Reconstruction of quays No. 8 and No. 9 planning the 1st, 2nd and 3rd construction stages in Klaipėda. The 2nd construction stage – reconstruction of the southern part (90m) of the quay No. 8. The 3rd construction stage – reconstruction of quay No. 9 (the 1st construction stage)” was signed. The price of these works is 24 037 622.83 Lt including VAT.
The envelopes containing offers on open tender on construction of this object were opened on the 22nd of June, 2010. Seven offers to reconstruct quays No. 8 and No. 9 at the territory rented by SC Klaipėda Stevedoring Company “KLASCO” were submitted for this tender. One of them was submitted by the only independently participating in the tender Lithuanian company and the remaining offers were submitted either by consortiums with undertakings from other countries or by pure foreign companies from Germany, Poland, Latvia, Estonia and Russia.
On the 5 of August, 2010,a preliminary ranking of tenderswas produced:
The 1st place –Josef Mobius Bau-Aktiengesellschaft, the price of the offer was 24 037 622.83 Lt including VAT.
The 2nd place – AS “Merko Ehitus”, acting under joint activity agreement with JSC “Getelit”, the price of the offer was 26 446 970.09 Lt including VAT.
The 3rd place – SC “Latvijas tilti”, the price of the offer was 26 568 556.97 Lt including VAT.
The 4th place – AB „BMGS“, acting under joint activity agreement with JSC “Hidrostatyba”, the price of the offer was 26 857 155.09 Lt including VAT
The 5th place – Hydrobudowa Gdansk, acting under joint activity agreement with JSC “Kelių remonto grupė” and JSC “Garant”, the price of the offer was 34 761 829.42 Lt including VAT.
These procurement procedures were appealed by the company that had submitted the lowest price – RSC scientific manufacturing undertaking “Shelf”, but its offer was rejected as not complying with the requirements of the open tender. After the case hearing at Klaipėda district court of primary jurisdiction the lawsuit was rejected.
The Port Authority proceeded with the public procurement procedures and on the 30th of December (Thursday), 2010 at 2.00 p.m. signed the contract agreement with the company Josef Mobius Bau-Aktiengesellschaft on the construction works of the object “Reconstruction of quays No. 8 and No. 9 planning the 1st, 2nd, 3rd construction stages in Klaipeda. The 2nd construction stage – reconstruction of the Southern part (90m) of the quay No. 8. The 3rd construction stage – reconstruction of the quay No .9 (the 1st construction stage)” The duration of contract works covers 15 month from the date of contract signature.
“We are glad that during the last days of this year we may be proud both of port cargo handling records as well as large volumes and value contract agreements implementation of which will result into higher competitiveness of our port”, – told director general Eugenijus Gentvilas.
The total length of reconstructed quays No. 8 and No. 9 is 255 metres (the length of quay No. 8 is 90 metres, and of quay No. 9 is 165 metres). The port waters area will reach up to 14.5 metres and this will allow to render services to ships with 13 metres draught.
