During the period 28 February – 3 March 2011, the Petroleum Safety Authority Norway (PSA) carried out an audit of electrical systems and process safety on Ekofisk 2/4 Bravo and 2/4 Kilo.
The audit activity was carried out in the form of a meeting with the operations organisation at ConocoPhillips (COPSAS) on 28 February 2011 with subsequent verifications and interviews with personnel offshore.
Background
The audit is based on the guidelines provided in the PSA’s main priorities for 2011 relating to follow-up of technical and operational barriers.
Purpose
The goal of the audit was to gain an overview of COPSAS’ systems and work processes for management of technical and operational barriers related to electrical systems and process safety, and to evaluate this in relation to applicable regulatory requirements within the audit’s technical areas.
Results
The audit activity was carried out with good facilitation from COPSAS. The PSA’s impression is that the general condition within the audit’s technical areas is satisfactory.
The audit activity identified two nonconformities in relation to the regulations. They are related to deficiencies as regards hydraulics in the emergency shutdown system and deficiencies related to the emergency shutdown system (ESD).
