The PSA conducted an audit from 10 to 12 May 2011 focusing on issues relating to technical safety, safety systems and maintenance management on board the facility West Elara.
Background
West Elara is a new jack-up, N-class drilling facility built by the Jurong Shipyard in Singapore.
The PSA’s activity was conducted as part of the processing of the company’s application for an Acknowledgement of Compliance (AoC). The facility will be used as a drilling facility for Statoil on the Norwegian continental shelf.
Objective
The objective of the audit activity was to verify technical and management-related factors on the facility within the technical disciplines subject to the PSA’s the verifications.
Result
During the audit, regulatory nonconformities were identified in connection with:
Risk and barrier management
Fire-fighting on the helicopter deck
Battery emergency lighting
Maintenance management
Preservation of equipment
Furthermore, potential improvements were identified in connection with:
Manual fire hydrants
The helifuel system
Fixed fire-extinguishing systems
Storing of welding gas
Ignition source control
Labelling of equipment
