Govt. of Commonwealth of Dominica Announces Tender for Subsea Cable Consultancy Services

The Government of the Commonwealth of Dominica, through the Ministry of Public Works Energy and Ports – Geothermal Project Management Unit, intends to procure the services of a firm to conduct a feasibility study regarding the submarine interconnection of Dominica with Martinique and Guadeloupe, and

The Government of the Commonwealth of Dominica, through the Ministry of Public Works Energy and Ports – Geothermal Project Management Unit, intends to procure the services of a firm to conduct a feasibility study regarding the submarine interconnection of Dominica with Martinique and Guadeloupe, and the associated improvements and/or reinforcements to Dominica’s national grid which may be required, in the context of the exploration and use of geothermal energy in Dominica.

The feasibility study should cover the economic, financial, technical, environmental and social aspects of the potential interconnection and the associated national grid improvements.

Specific tasks will be, amongst others:

a. Analysis of the objectives, needs and constraints of all stakeholders involved (both private and public) and evaluation of how they are likely to impact the submarine interconnections;

b. Economic study forecasting electricity demand on the three islands and analysis of supply options available to Martinique and Guadeloupe, to determine the expected power flows across the new interconnectors;

c. Network operation study (in particular a stability study) to determine the technical feasibility of the combined operations of a geothermal unit located in Dominica with:

a) Dominica’s national grid; and

b) the islands’ interconnected systems;

d. Economic optimisation study (including an evaluation of the interconnector and the associated national grid improvement costs) for different alternative overhead and seabed line routes, including bathymetric studies and analysis of cable lying conditions; and

e. Preliminary environmental and social impact assessment. Sub-contracting is allowed, up to a maximum of 30% of the initial contract value.

Project should start in April 2012, and has a value of 500,000 EUR.

Tender deadline for this project is 05.12.2011.
