The Petroleum Safety Authority Norway (PSA) carried out an inspection of project management, including change management in the Snorre unit (the Snorre licence). The inspection was carried out in the form of a meeting with Statoil on 29 April 2011 and a meeting with the licensee group (PSA) on 13 September 2011.
The background for the inspection is that there have been many types of projects, both already implemented and planned, that have individually led to/will lead to changes on the facilities and that can entail a changed risk scenario.
PSA Norway said that the main purpose of the activity was to gain an overview of Statoil’s and the Snorre licence’s project management and change management and how this ensures that requirements for health, safety and the environment are safeguarded. PSA said that it also wanted to gain an impression of how the licensee group is included as a part of this.
PSA Norway said it has not identified nonconformities or improvement items as part of this activity.
