During the period 28-29 February 2012, the Petroleum Safety Authority Norway (PSA) , a Norwegian governmental supervisory authority, carried out an inspection targeting maritime systems and load-bearing structures on board Scarabeo 8.
Scarabeo 8 is a semi submersible rig of “Moss CS 50 MkII” design with dynamic positioning (DP) for operation in ultra-deep water and harsh environments. The hull was built at the Sevmash yard in Severovdinsk, Russia and the outfitting was done at the Fincantieri shipyard in Palermo Italia.
The objective of the PSA’s inspection was to verify technical and management aspects on the facility regarding maritime systems and load-bearing structures in relation to the applicable requirements in the petroleum regulations.
The regulator discovered some items that failed to meet Norwegian petroleum regulations standards, related to stability instructions and operations manual, closing mechanisms, alarm system for closing mechanisms, operations instructions for ballast, ballast valves, documentation for mooring system and documentation for load-bearing structures.
PSA also identified room for improvements in relation to automatic closing switches, freeboard plan, test scope for non-destructive testing.
