There are no uniform regulations for offshore service vessels. To many companies providing services to offshore platforms and wind farms, this could causes challenges on a daily basis. A special session at the Offshore Energy Exhibition & Conference on 29 October 2014 with shipowners, shipbuilders and industry associations will cover the international discussion and how national governments are trying to fill the gaps in legislation.
The purpose of the session is to inform designers, builders and users of offshore service vessels about the current state in regulation involving such vessels. At this moment regulations differs per country and various international codes and rules give direction to specific aspects around offshore service vessels, like the Special Purpose Ships Code of IMO. However, none of these codes and rules is 100% applicable.
Crew, passengers or industrial personnel?
One of the unclear areas is the transport of more than 12 persons on offshore service vessels. SOLAS distinguishes crew and passengers and internationally one refers to ‘industrial personnel’, which should mean persons not belonging to the crew of a ship, but are being transported for maintenance duties at sea.
Speakers
The session ‘ Regulations for offshore service vessels ’ is moderated by Martijn Nieuwenhuijs, Technical Director, Bureau Veritas. Niels van de Minkelis, Senior Policy Advisor, Royal Association of Netherlands Shipowners (KVNR) will discuss the focus areas for Dutch shipowners. Emily Comyn, Technical Adviser Regulatory Affairs, International Marine Contractors Association will offer the marine contractors’ perspective on the regulations. The speakers are joined by a panel consisting of Johan Adriaanse, Operations Director, Wagenborg Offshore and Jaap Gelling, Product Director High Speed Craft, Damen Shipyards Gorinchem who will present their specific views.
