Rosneft of Russia is looking into the option of moving its proposed LNG plant away from the Sakhalin island as Gazprom has not granted it access to the gas pipeline.
Sources revealed to Reuters that Rosneft’s plans to build the $15 billion LNG plant, that would ship the gas produced from the Sakhalin-1 offshore project, could be delayed for at least two years, due to infrastructure issues and gas reserves uncertainties.
In 2013, Rosneft signed a deal with ExxonMobil aiming to start producing 5 mtpa from the plant in 2018.
Rosneft sought permission to access the gas pipeline controlled by Sakhalin Energy, a Gazprom, Shell, Mitsui and Mitsubishi joint venture. Gazprom opposed this request as its 10 mtpa Sakhalin-2 project is located in the same region.
