Freeport LNG filed draft resource reports 1 and 10 with the Federal Energy Regulatory Commission as part of the pre-filing process of the train 4 project at the Quintana Island facility.
The filed draft resource reports give a general project description and alternatives for the Train 4 project.
Resource report 1, along with resource reports 2 through 13, will collectively make up the environmental report to be submitted as part of the application of Freeport LNG to FERC for authorization to site, construct, and operate natural gas liquefaction facilities within Freeport LNG’s authorized facilities on Quintana Island near Freeport, stands in the filing.
The project will add a fourth propane pre-cooled mixed refrigerant liquefaction unit which will provide additional liquefaction capacity of approximately 5.1 million metric tons per annum of LNG for export, which equates to a natural gas throughput capacity of approximately 0.72 billion cubic feet per day.
A feed gas receiving and metering station will also be constructed. The project also involves construction of all required utility, auxiliary and control systems including, common utilities, spill containment systems, fire and safety systems, one electric substation, security systems and plant roads, Freeport LNG said.
Freeport LNG is requesting that the Commission issue authorization by September 2016 to site, construct, and operate the train 4 project and anticipates requesting authorization in October 2016 to commence construction in November 2016.
Construction and start-up of the project will be completed in approximately 39 months, with completion scheduled approximately 6 to 9 months after the completion of the first three trains authorized under the liquefaction project. Freeport LNG expects the project will be completed and ready to commence LNG exports in January 2020.
