Taiwan Power Co. (Taipower) and Changhua County Government yesterday signed a Memorandum of Understanding (MOU) for the development of a series of renewable energy projects in the county, including offshore wind.

The state-owned utility plans to invest around USD 6.25 billion in the construction of solar and wind energy plants in the county: 1,010MW of offshore wind, 16MW of onshore wind, and 100MW of solar energy.

The company has already set out plans for its first offshore wind project off Changhua County, with the first phase proposing construction of a 110MW offshore wind farm, valued at around USD 617 million, which would be commissioned in June 2020. The second phase of the project, scheduled to begin with development in 2020, will take place off the county’s Lukang Township and have an additional installed capacity of approximately 900MW, according to the website of Taiwanese Ministry of Foreign Affairs.

Also, the company plans to erect eight onshore wind turbines with a combined capacity of 16MW as well as to install 100MW of ground-mounted solar panels at Changhua Coastal Industrial Park.

Taipower also intends to establish a renewable energy operations centre for offshore wind farm monitoring, as well as for renewable energy education and training.
