Lloyd’s Register (LR) has awarded a project certificate to Blauwwind consortium for its Borssele 3 & 4 offshore wind farm in the Netherlands, enabling the project to move into the operational phase.
The 731.5 MW Borssele 3 & 4 was officially handed over to the Operations team in February, as all construction phase-related activities had been completed and the wind farm started generating electricity in full capacity.

Before issuing the project certificate to Blauwwind, LR undertook certification activities and also incorporated the work of other parties in its evaluation. This was in compliance with the requirements of Water Decree Article 6.16g of Rijkswaterstaat Zee en Delta of the Ministry of Infrastructure and the Environment, Section Inspection and Law Enforcement at Rijkswaterstaat (RWS), which allowed Blauwwind the permit to move from construction to operation, LR said.
According to a press release from Lloyd’s Register, this was the first certification of an entire wind farm for the company.
Borssele 3 & 4 is expected to produce around 3 TWh of electricity per year, enough to power the equivalent of 825,000 Dutch households, or to meet up to 2.3 per cent of total Dutch electricity demand.
The Blauwwind consortium comprises Partners Group, Shell, Diamond Generating Europe, Van Oord, and Eneco.
