TotalEnergies affiliate TotalEnergies LNG Services France (TELSF) is set to launch a campaign in January 2023 to market regasification capacity in its floating storage and regasification unit (FSRU) in Le Havre, France, from September 2023.
TELSF said it is working on the installation of a new LNG import facility in Le Havre, in northern France, which is expected to start operations in September 2023, and it is organizing a call for expression of interest with a view to marketing up to 2.5 billion cubic meters per year of regasification capacity in its FSRU, for a five-year period from September 2023.
The call is being organised in accordance with the request for an exemption that the affiliate submitted to the French authorities.
The French law on emergency measures to protect purchasing power includes provisions aiming at securing the country’s gas supply and introduces a specific regime for the operation of an FSRU on French territory.
According to TELSF, the marketing campaign will be executed in two phases.
The first phase is a non-binding call for interest and will run for two weeks between January 16 and 27, 2023.
The affiliate said that, after signing a confidentiality agreement, interested parties will receive a memorandum of information detailing the project and an Expression of Interest application form allowing them to specify the amount of capacity they wish to book.
The second phase will be a binding open season, expected to be launched in March 2023.
Le Havre LNG terminal is a project initiated by TotalEnergies and the French Minister of Ecological Transition, which the parties said could strengthen France’s energy independence.
In July, French engineering company Technip Energies agreed to provide equipment for it.
