US LNG export project developer Venture Global LNG filed a request with the United States Federal Energy Regulatory Commission to start the pre-filing process for a new liquefied natural gas project.
The company noted in its filing, the project named Delta LNG will be located in Plaquemines Parish, Louisiana with the accompanying Delta Express pipeline to be located in Louisiana and Mississippi, between the export facility and Perryville, Louisiana.
Delta LNG, a unit of Venture Global, is proposing to build own and operate a natural gas liquefaction facility with a nameplate capacity of 20 million tonnes per annum (mtpa) and a peak capacity of up to 24 mtpa.
The Delta LNG project will liquefy domestic natural gas received from the new Delta Express pipeline and store and deliver LNG as needed to LNG carriers for export overseas.
Also, as part of the project, Delta Express pipeline proposes to build, own, and operate two new, parallel 42-inch diameter pipelines in a single right-of-way, each approximately 287 miles in length, connecting the Delta LNG liquefaction facility to the existing natural gas pipeline grid near Perryville, Louisiana.
The Delta Express pipeline will be located in seventeen parishes in Louisiana and two counties in Mississippi.
The Delta LNG liquefaction facility will include eighteen LNG blocks, each with a nameplate capacity of 1.1 mtpa, four 200,000 cubic meter full containment LNG storage tanks, three marine loading berths for ocean-going vessels, and on-site power generation.
Delta LNG will construct the project in two phases with phase 1 to include nine LNG blocks, two tanks, a 720-megawatt power plant, ancillary facilities to support this equipment, marine berths and one pipeline. The remaining facilities will be constructed in phase 2.
Following the receipt of Commission authorization and other necessary approvals, Delta LNG plans to begin construction of the project in late 2021, to initiate operation of its LNG blocks sequentially to make its first deliveries of LNG in the fourth quarter of 2023, and to achieve full commercial operations in the fourth quarter of 2024.
Delta LNG requests that the Commission approve the request to start the pre-filing review process by May 6, 2019.
